After some tedious running back and forth, you're reaching the final steps to completing the pirate quest.
And then you're asked to drop a rose off to Lily, of the Caribbean Bar.
In case you didn't know, the Caribbean Bar is located right beside the Pirate Ship icon under Travel:

After you arrive, take a seat, and wait...
Lily arrives every 15 minutes in the hour.
Meaning, she will show up whenever the clock ends with either :15, :30, :45, or :00 minutes. The hour doesn't matter.
Shoot, just missed her...
Finally, after waiting for just the right time, Lily will appear! She will walk casually through the door, greeting you...
Quite well, miss.~
...and take center stage, singing a melody.
When she starts singing, try to get as close to her as you can. Usually standing in the circle is the best chance of her accepting your rose!
Did... Did she accept the Captain's rose?
Upon finishing her song, she may take your rose, and leave you with a letter for the Captain! What does the letter say? Guess you'll have to find that one out at another time...
*Note that in rare instances, Lily may not take your rose. Either you were standing too far from her, or were moving whenever she accepted roses. If that's the case, just wait for another 15 minutes until she returns. If this continues, try moving to another bar (from Caribbean Bar 1 to Caribbean Bar 2 instead), or just refresh Pico.
